Why a new wheel bearing hard to turn is usually normal
A sealed unit has contact lips pressing against a rotating surface, and they are deliberately tight when new.
Behind them sits a full grease charge that has not yet distributed itself, so it is being pushed rather than flowing.
Both effects fade over the first stretch of driving. A bearing that is noticeably freer after fifty miles is behaving normally.

The test that separates them
Turn the hub slowly through several full revolutions with your fingertips on the flange.
Even resistance all the way round is normal drag. A tight spot, a click, or a gritty feel that repeats at the same point is damage.
Speed is not part of this test. Spinning it fast hides exactly the small irregularity you are trying to find.
Why a bearing is hard to turn when something is genuinely wrong

The one that catches most people
If the hub is not fully seated when the nut is torqued, the nut pulls it the rest of the way through the bearing itself.
That load path runs across the rolling elements, which crushes the internal clearance and can dent the raceways.

Over torquing, which is quieter
A correctly seated hub can still be ruined by too much clamp on the axle nut.
The figure is high on most vehicles, which convinces people that more is safer. It is not. Past the specification the clamp starts removing the internal clearance the bearing needs when it warms.
The symptom is a hub that turns acceptably cold and runs hot after twenty minutes.

If it is a tapered hub
Unlike a sealed unit, a tapered hub set too tight has not necessarily been damaged yet. The clearance is adjustable.
Back it off and set it to a measured end play before it gets driven, and the bearing survives.

What to do about it
- Turn it slowly by hand through several revolutions and feel for consistency.
- Back the axle nut off and check whether the drag disappears, which identifies clamp problems immediately.
- Check the hub sits flat against its mating face with no gap anywhere.
- Look for the dust shield touching, which is a scrape rather than a drag.
- Do not road test a rough bearing hoping it frees up, because it will not.
