Why a rotation reveals noise
Assuming the nuts are tight, a noise after tire rotation usually means nothing changed except your ability to hear it.
A cupped or feathered tire hums as speed rises, which sounds very like a bearing. Move that tire from rear to front and the noise moves with it, into a position where you notice it far more.
Front tires sit closer to the cabin and are less masked by other sounds. The same tread noise is simply more audible there.
This accounts for a large share of noises that appear the week after a rotation.

Why new tires do the opposite
Worth understanding separately, because it catches people out the other way.
Worn tires are noisy, and that broadband road noise masks other sounds. An early bearing hum is one of them.
Fit quiet new tires and the masking disappears. A bearing that had been humming quietly for months is suddenly obvious.
People then conclude the new tires caused it. They only made it audible.

Move the tires front to rear again. A noise that travels with them was always the tires.

- Check lug nut torque on every corner, before driving any further.
- Run a palm across each tread in both directions, feeling for a sawtooth edge.
- Swap the tires front to rear and drive the same road again.
- If the noise moved, it was the tires and the bearings are fine.
- If it stayed, check that corner for play and roughness with the wheel raised.
